Mental Retardation
Definition
Mental retardation is defined as significantly subaverage general intellectual functioning existing concurrently with deficits in adaptive behaviors and manifested during the developmental period that adversely affects the child's educational performance. [34 CFR 300.8(c)(6)]

Procedure for Determination. All steps below are required.
- Diagnostic impression will be based upon an evaluation completed by a licensed or certified professional who is qualified to make a diagnostic impression under current DSM codes, as part of the multidisciplinary evaluation.
- The IEP Team will determine if the impairment adversely affects the child's educational performance.
